Scractching my head with this one. Ecm relay is clicking like crazy and fan would start too. Relay already replaced, tried disconnecting various engine components but didn't help. Any ideas?

Clearly an electrical problem, but I'm no sure how to diagnose that remotely.

I'd start with ECM relay. "Control Circuit - Short to Plus" might be a bad ground somewhere?

N276, N290 and most of the other stuff is powered by a Terminal 30 relay J317 located in the engine bay fusebox. Fuse SB10 is intact and has a steady +12V present? That is the power supply for the switching side of this relay. This relay is actuated by the ECM with a ground. This ground is also steady and not flicking on/off?

Grounds are fine and steady. Fuse 10 is perfectly fine and has staedy 12v.
Something is causing
a- a fan to go off at random even with car locked.
b- when you can hear relay clicking voltage on terminal 30 and fuses 13/14/15 fluctuate in range 6-12v. Does it flicker because of voltage drop or relay causing voltage drop?
Would one of the components on terminal 30 cause a short somewhere?

The consumers on the switched side of a relay cannot affect the switching side if the relay itself is internally good.

Those fuses are fed by this relay, thus it proves that the relay clicking on/off is affecting the voltage those consmers are receiving. If SB10 has good voltage, then it only leaves the ECM as the ground switcher as the culprit...or the fusebox itself and/or the wire connection from the ECM to the fusebox.

Makes sense.
Tried different ecu and it would do same thing. Fan would go off without ecu too. So stripped fuse box and found water ingress. That would indicate the issue. Will order another fuse box hopefully that will solve it.

New fuse box resolved the issue.
