The "7 digit pin" is dead and gone +10 years ago.... you are needing the 4 digit pin, contact your local Automotive locksmith.

Yeah I know where Marin is going with this because if the cluster is really new it will not need a second SKC code.
It is a used cluster will post a scan this evening

100% Agree with Jack , Audi A4 even with know SKC(Pin) not possible to program if is in used mode , Need to be set to Virgin mode to be able to program it with VCDS .

I would have a look at the key coil and twisted pair that feed it from the cluster............Use WD and test the tracks.
And this would be why i have Immobilizer codes in everything

It is not a coil , it is cluster 100%, I have run in this problem to many times. Audi A4 has this problem with 8E0 920 950 H , cluster .
Since your replacement cluster is same part number will happen again in future.
You need to find update version 8E0 920 950 P.

It would be foolish to not test what I stated & just because Marin is cock sure of a part # or firmware update.
What he isn't telling you is that the software just makes it ignore the weak signal to a lesser degree because indeed there can be an issue with the wiring or key coil.
An easy way to see is to change the resistance value of the coil or repair wiring if found damaged in pinch point.
Another test critical of load & which many negate or fail to understand how to test a track/component.
