Disable TPMS on 2004 T1 Touareg to run winter gear without sensors

How do I change the controller coding to shut it off and turn it on when I swap wheel/tires?

You don't. It doesn't work that way. You're going to have to fool the vehicle into believing it doesn't have TPMS at all. However, for liability reasons, I'm not going to give you detailed instructions on how to disable a safety system.
