Are you asking whether you can add cruise control just by changing the coding of the multifunction steering wheel?

If you are then the answer is no, as cruise control needs either a different indicator stalk or an additional stalk (it depends on the car, and I'm not 100% familiar with the Tiguan).

... not all cars need stalk for CC... for example the Golf MK7 with MFSW... CC is controlled with buttons on the MFSW...

Yes but we're talking about a golf Mk6 based car, without doing funny stuff, CC is operated by the left hand stalk here.
