It also depends if you want a temporary solution or a permanent one. I assume you've found some inexpensive UK xenons that you want to fit to your Swedish car?
Tourist mode is only for temporary use as it doesn't change the cutoff, it just lowers the lights to avoid the glare.
Some xenons may have a lever inside to flatten the cut off, again, only really suitable for temporary use.
If you actually want to change the beam patten from a ECE RHD (UK) to ECE LHD (Sweden) for permanent use and to meet local regulations, you would need to replace the projectors inside the headlights. Even then you might have issues as the markings on the headlights will claim they are for ECE RHD use.
