USB Killer - Why?

I never cease to be amazed at the ingenuity of the human brain, but I must admit that I'm sometimes totally baffled at the motivation for some of the ideas - Why would anything but a sad, demented mind conceive of such a device?

Uwe: OBD killer? This is doing my head in - please don't tell me that it is hidden in a RT dongle! Why the F#@k would anyone take the time and trouble to build something like that - surely (not Shirley) no one would get their jollies by deliberately destroying a car's OBD network (it's easy enough to do without building a specific device)?
