The 'TEST' button on the VCDS software sends it looking for a VCDS adapter plugged into a USB port.

What kind of computer? Make, model, CPU, RAM, version of Windows?

Yes, but it shouldn't become non-responsive even if no interface is found.

I wonder if it could be a firewall issue.

I doubt it. I don't believe VCDS tries to do any network stuff when trying to find the interface on USB. More likely some other kind of nannyware that's blocking USB in some way?

Boot the machine up in SAFE mode and see if VCDS works then. If so, it's some dang thing that's being loaded at boot time that's causing this.
