Transaxle flange retainer bolt torque spec for Jetta mk6 MT, Bolt Snapped.

I have a dilemma with the transaxle flange retainer Allen bolt, Its a little over 3 inches long, 7mm shank, Counter sunk style head, Black hardened steel I think. Anyway I searched the innerwebs for the torque spec for this particular bolt and found a value of 33 ft lbs. Great so I just installed the transmission and torqued the center flange bolt to spec on the drivers side, when i attempted to torque the passenger side, It snapped. I'm thinking the range should of been more in the 15-20 ft lbs. In light of this should I leave the drivers side as is or would a heat cycled over torqued bolt be compromised?
Does anyone know the spec for this bolt?
I now have a broken bolt to extract that's recessed about 3 inches inside the transaxle with only 3/16" protruding.
