For the HVAC basic setting, you'll go into Adaptation, block 001, and set a value of 2. Yes, this is different from basically every other VW that does it in Basic Settings. Inop photo sensor will suck in summer, the car won't know when it's in direct sunlight to boost up AC output. Hopefully you've still got the car partly disassembled or something as implied by some of the other codes.

For the seat memory stuff, you should just need to manually operate each seat adjustment mechanism to both extremes so it can learn the end stops for each. After that, the codes should either disappear on their own or become intermittent/clearable.
I'm not sure why you have all the incorrect coding alarms for back-up cam, radio, and navigation. I suspect something downstream is the cause for the radio and nav, possibly the back-up cam is triggering it since they inter-operate closely. Focus on fixing that and see where it gets you. I don't have good guidance for that one myself, but other posters here may.
In 09, on this vehicle-platform, the 'enable seat heating' output is a relay output to control rear passenger seat heating, when intervention load management calls for heating to be disabled. It's only used when there's no 66-Rear Seat controller to handle it via CAN; 06 and 36 always handle it for the front seats. 66-Rear Seat is used with the mid-line bench or high-line four-seat setup in the Phaeton, but not the low-line bench without ventilation and lumbar adjustment and motorized headrests and such. You'd have to tell us if that's water damage or if the car is still being put back together or something. If it's assembled, make sure your rear seat heating works, if applicable.
You have other issues reported with devices hooked up to 09, so look for water damage or corrosion near 09 and that relay panel adjacent to it. I believe you'll find it at the far forward end of the passenger footwell under the carpet, right up against the firewall.
