I tried changing it to germany and ROW with no effect. I don't remember trying canada, but at this point I can't experiment further as my gti was totaled a couple months ago.
I've since bought a chevy 2013 volt, with keyless entry/start, and the radio stays on even after you shut off the car, until the driver door is opened. Which is perfect behavior for me, so I can sit and listen to song/podcast without interruption after vehicle is shutdown.
