HexNetConfig won't run on Windows

We had a local customer's PC in here today. It has Windows 8.1 on it and he couldn't get his HEX-NET updated using HexNetConfig -- it showed an IE Icon and opened in the IE download window.. Really weird. We re-installed Java but that didn't fix it. Nothing we tried fixed it, except this:

When I tried to use HEX-NET config on a Windows 7 laptop yesterday it didn't start. I then found if I right clicked the icon and opened with Java it was fine. Hope this helps someone. On another point after downloading the update successfully I pressed the check for updates again and it said downloading rod..... This went on repeatedly until I finally got tired of checking. Does it really need this repeated exercise?
