Catalyst readiness test never initiates

2003 VW GTI AWP 1.8T, APR 91oct, TIP, intake, new stock oem down pipe cat back exhaust.
Car passes all other readiness tests, but the catalyst converter always reads "failed or incomplete."
The catalyst readiness test never initiates/turns on.
Result catalyst test always reads "test off."
I have gone through vag-com readiness procedures, and I have attempted to run the test in measuring block 046 numerous times with temp anywhere from 440*C-635*C.
Amplitude ratio is always at 0.00.
Brand new oem cat.
I need to pass smog.
What is going on?
What do i need to do?
Searched and still no clue.
Any help is appreciated.

Are you running the test in basic settings?

If you unplug the MAF and try to run the test under a force readiness, tell me if it turns on and then switches off immediately?

Do you want me to remote in?

Maybe FOD programming .........FYI, some APR code will willfully not run a readiness test on an 046.

Most state I/M programs will allow one failed readiness bit...

Have you tried a good highway run?

You may also wish to ask APR for suggestions, since your ECU is running their software rather than stock.

Thanks Jack, I run the test in measuring block 046 and then click switch to basic settings? (can't remember the terminology), step on the brake and the gas, and let it run at 2000rpms for as long as 15 min.
To clarify, running the test under a "force readiness" means running it in 046?
I'll try the MAF unugged and report back.
Remote in? That means you run tests from where you are?

Thanks Uwe, car has been driven approximately 2000 hwy/city miles (casual/spirited) as I initially thought that would be the answer.

Yeah but you might be in what's known as a learned loop since you did so much driving....+ it's FOD modified.

Remote in? That means you run tests from where you are?

Yeah get a TV setup for me to remote in,............ if you are up for it.

Just goes to show why it is important to have a stock controller for the street, with a valid diagnostic stack.......... and one for the track.


Doesn't matter what tuner you use.......

I think APR is being responsible by taking this stance to avoid EPA sanctions or other liability.
From what I have observed when in conjunction with APR's high flow cat and ecu upgrade, these ecus never pass the CAT readiness test and the test is shut off.
However........
Sometimes I think they were using the aforementioned forgiveness of the monitor to get a pass, that is used in many IM SMOG states.

Same problem. Stock 2001 Passat, 1.8T AUG. Have been driving for 2-3 weeks, including at least one 45-minute freeway trip, and in OBD-II mode, the readiness test still shows "catalyst efficiency failed or incomplete." Everything else is ready, and VCDS auto-scan comes completely clean, with no errors. CA used to permit one non-ready code, but that was (still is???) for evap. only, since so many people have loose gas caps. I need to get a full set of readies to get smogged.

15-16 year old car. How many miles on it? How about the oxygen sensors -- are the they original ones? CATs and sensors do not last forever.

Thank you, Uwe. We drove it 90 miles yesterday, about 2/3 freeway, and now it finally shows catalyst ready. I took it in for CA smog test this afternoon and passed without incident. Had it not set its cat readiness, I was ready to replace the rear O2 sensor. (I replaced the MAF and the front O2 sensor previously, as well as most of the vacuum lines and fittings.

Bad maf or air leak or weak fuel psi/volume

Fod ecu?

... in other words, running too lean. Thank you, Jack. I have indeed had MAF and air leak issues in the past. Fortunately, as noted in my response to Uwe, it finally set the cat monitor after an out-and-back pair of 45-mile drives yesterday.

Ok now that it ran the test and passed, please display what the adaption amplitude value has achieved by logging in 0x01-08-046 for data record.
