Can the HVAC controller default the defroster flap to the closed position?

Auto: 2002 A4 1.8T Avant
Scenario: The Auto HVAC, controller 8, in "normal" mode has the Defroster Flag Ctl Mtr (V107) partially
open (meas block 005; 97 out of 21 to 228). This bleeds some of the conditioned air to the windscreen.
When the days are humid and the AC is active, this causes the windscreen to "fog" on the outside in a large portion which includes
the driving line-of-vision. There is hardly enough water in the "fog" to run the wipers even once.
Question: Is there a way to tell the controller to completely close the defrost flap as a default?

Thanks for the quick answer. It's too bad this behavior can't be changed.

Are you sure all other flaps are opening and closing okay? Do you have any of your dashboard vents manually shut off? Perhaps there's too much air being shunted through the defrost vent due to too much flow restriction elsewhere.

From using the buttons on the HVAC control panel, I would say that the flaps are all working. All of the dashboard vents are fully open. I have also been through Basic Settings Group 001 which sets the limits for each motor; the defroster flap always ends up around 97 or so.
