I have no check engine light at all. When I pug my ross-tech cable in I get a green light and can communicate with the ABS system. Other than that I cannot enter any other parts of the programmer? Does anyone one have a clue what to look for. There is a aftermarket radio it works fine, I unplugged it hoping that might help, but their was no change.

Yes the only thing that responds is the ABS. The fuses all look good, new battery, good ground. I have no engine light but all the other lights come up. I'm guessing this has a correlation with a non communication issue.
I suppose if it were mine, I'd trace the K-line from pin 7 of the diagnostic connector to the corresponding pins on some of the modules. You're going to need a WD and DVM.

It certainly shouldn't prevent comms with other systems, but it makes me wonder what other skeletons are in this car's closet.
My money is still on wiring damage at or near the K-Line junction.

I would put money on Bad Cluster and causing K-line short.
I would disconnect cluster first and see can you communicate with rest of the module.
NOTE :
when you disconnect cluster ECu will not communicate and that is normal because communication goes via W-line in cluster.

Why worry about what cluster will work until you've determined that the one you have is causing this problem? Try what Jetta,97 suggested. Disconnect the existing cluster and see if you have communications with stuff like CCM and Airbags. If you still can't communicate with those modules, then your cluster is not the problem.

Huh? If you disconnected the cluster and the problem still persists, the problem is NOT caused by the cluster.
But while you have the cluster out, how about doing a continuity test between pin 7 of the OBD-II connector and the K-Line pin of the cluster harness? A lack of continuity would confirm that you do indeed have a wiring problem.
