Registration question - please?

A forum colleague (another forum) has asked me to get clarification on RT's registration policy in the following situation:
Genuine RT cable for sale (Micro CAN). Purchased by the original owner from a local distributor. Original owner has never registered the cable with RT. If sale is successful, does the new owner incur a registration fee?

Technically, only the first/original end-user is eligible to register at no cost. But in reality, if the original owner never registered it, chances are good that we wouldn't know that the new owner got it second-hand.
