Hello,
I went to ENGINE, and then ADAPTATION.
From the drop down menu, I selected Static maximum speed limit.
It had the value of 250 km/h and I put in 100 km/h to see if it would accept it.
It did!
I drove around and sure enough it restricted speed to 100 km/h.
Now when I try to set a higher number it will not update the speed.
it does say that a new value is accepted but does not change/update the limit.
Please help?

Ups, sorry, but afak it is NOT possible to increase this value, only decrease it. From the ross-tech faq:

On some EDC-15 ECUs, this channel has a non-zero value in it like 190.
Yes, that's the "speed limiter". Don't mess with it!
It can only be adjusted downward, and it's one-way! You cannot increase the value, and if you decrease it, you're stuck with it.
So unless you want to permanently decrease your car's top speed, Don't mess with it!
If you do mess with it and your car ends up with a lower top speed than it had before, don't call us, don't e-mail us, and don't complain that we didn't warn you!

Maybe the guys at RT has a solution, we better wait until they wake up. But I am also sure that if you contact a shop who does chip tuning, they can fix this for you. But as said: I really doubt it is possible to fix with VCDS.

Let's start with an Auto-Scan so we actually know which engine type etc. we're talking about, in addition please attach a control module map (adaptation) from the ECM.

To get a dump of the Control Module Map, see the following wiki page. You need to do a dump for controller "01". If you select CSV as the output format you can then just copy and paste the contents of the CSV file into a post.

Well, guess it sucks being you now. If you had sticked to the "Individually adjustable maximum speed limit" you'd be able to reset/change that at any given time, yet with the "Static maximum speed limit" it is just that - static. Your best chance is finding a decent tuner who can fix that for you, other than that the official VW statement would be "purchase a new ECM".

Depends on where the setting is stored specifically, I would however advocate against a full reset since you don't want to loose all general settings and learned values if you could avoid it.

What about that 'Deactivation of static maximum speed limit 00 00' channel? Anything you can put in there to, well, deactivate the static maximum speed limit?

Could not be done with VCDS - I approached a leading tuner and at that stage even the base maps were not avail in the tuning databases.
So I returned the courtesy car ashamedly without taking responsibility for my deed.

If the ECU has been around for while, a tuner will be able to easily change your Vmax.

How did this turn out in the end ? I MIGHT have found a solution to raise the static speed limiter again with VCDS, but no, I am not sure it will work so I wont try it with my own car :) If no one has a car with a speed limiter set to a unbelivable low setting, then I will have to buy another ecu for my A3 and try it out.
