Not possible on newer cars if you mean start - stop function?
There are devices on sale in aliexpress for example that you install between the start-stop button and it remembers the last state the start-stop was set at before ignition off.

i found an option to desactivate the start ans stop with VCDS
19 Gateway
10 Adaption
and from menu scroll down to Start/stop Voltage limit
and there you can replace 7.6 V to 12.1 V
and the Start/Stop it will be desactivated
I know there is an option of the temperature also but this one works fine
