I suspect the factory coding of 09 was something like:
Code:
6F180A1A90272AC4008800C17000054448010386434D8D60648020200040
Since this probably doesn't have shutter terminals like a with factory Xenon lights would, and there isn't a diagnostic capable 55-Xenon module installed, I would use whatever the factory coding was as a baseline. Doing so should resolve issues such as the Headlight washers (which were not factory installed in our market). Using that string and tweaking
17/7 License Plate Light w/o Pulse Width Modulation () [LED Light]
ON
23/6 Lamp Monitoring (Cold) License Plate Lamps active
OFF
25/3 Monitoring: Footwell Lights inactive (LED Footwell Lights)
ON
.. results in:
Code:
6F180A1A90272AC4008800C17000054448810386434D8D20648820200040
That should resolve a handful of the faults.
Next, we can't offer much assistance with aftermarket headlight and HIDs but if you haven't rewired the headlight connectors like a factory equipped Xenon GTI and the typical diagnostic capable components aren't installed I don't believe any of the Xenon coding helper options are going to work. The only one that
may be worth tinkering with is 14/4
Xenon Headlights (w/o Shutter) installed but that depends on the hardware in the lights.
On a side note, aftermarket HIDs can burn up BCMs and we have a brief explanation here:

If you end up with issues or need to upgrade the so shutters signal wires can be added that page may be helpful.
