Even with the poor Rouble exchange rate, 4500 RUB (~68 USD) is way too cheap for a genuine VCDS cable. If you want to check, download the latest v14.10.1 release of VCDS...


Then run VCDS with the cable connected and do a firmware update on the cable when prompted to do so. If it fails then you have a counterfeit cable and should send it back to the supplier for a full refund.


EDIT: This is the expected amount you would be paying from an authorised VCDS distributor...
