Correct, the fuses should be powered when you bypass/jump the relays (YES, with relay J271 (#167) bridged the fuses do indeed become energized) . The engine should also start/run (tried cranking it but would not start. I will auto scan tonight with the terminals bridged on J271) and I would re-scan it but I'd make sure to remove any jumpers shortly after the testing. Don't leave it powered up and walk away to get a coffee (OK).
Keep in mind, if jumping relays results in power to the fuses and components that doesn't necessarily mean the new relays are at fault. That is only going to verify the terminal 30 source is OK, terminal 87 wiring to and through the fuses is OK and the components themselves are likely OK as well. You may have a relay ground control issue (a ground issue is what I am leaning towards. Is this the J220 ground that you mention below in the Passenger E-Box under the ???), wiring problem, or (least likely) missing 86 terminal power (Terminal 86 has power on both J271 & J670) to operate the relays.

Exactly. (I will do some YouTube research and check the terminal 85 ground with my multi-meter regarding the J271 female relay receptacle).

As a general rule you only want to jump the high amp (switched side) of a relay which is 30 & 87 in this case. Never jump power across the low amp side to the controller ground (term 85) because it could fry the module if the resistance (load) of the relay wasn't present. When dealing with a basic 4 pin relay system the switched side almost always use larger terminals and the low side uses smaller ones but I never ASSume. Always use the diagram, question the accuracy of that diagram, verify the wire gauge/female terminal size matches and then proceed.
Here is what I am going to do today…
1) Purchase 1 new #167 relay for J271 and see if fuses #7-12 and 17-18 become energized without bridging the connection manually.
2) Check J271 female relay receptacle terminal 85 with mulit-meter for good ground connection. If I find that Yes there is a good ground on 85 report back. If NO GOOD GROUND is found on for J271 on terminal 85 check J220 Module Ground behind Passenger E-box.
3) With all of the plenum ebox fuses energized (either through bridging J271 terminals 87 – and – 30, replacing the possibly faulty relay #167 or by identifying a grounding issue) attempt to start the Treg & provide a fresh auto Scan.
Is there anything that I am missing or is my plan of attack good???
