So you fitted the same part number headlights as before crash?
If yes then the D6 and D7 modules needs to be flashed because they have incorrect flash inside, probably mxb.
You wont be able to do it with VCDS.

Will Odis offline work?

So I finally fixed the issue after a number of months trying. The issue was caused by the headlight range control module or J745 in the Audi wiring diagram. It had been damaged in the crash and had shorted out. I used a specialist who had access to ODIS service online and he found that he couldn't communicate with J745, so I replaced it at a cost of £234 and used the same specialist to recode the unit with success, I now have working headlights and full beam. I would like to thank m3nt4l who pointed me in the right direction.
