As hadez16 suggests - perhaps something like this:

What is the VCDS coding to Disable the Auto Stop Start on the Audi A4 B8?

connect VCDS cable to OBD port
turn ignition ON
start VCDS
select 09 – Central Electric
do the Security Access log in with 20113
select Adaptation
go to Channel 34
read value and change from 4 to 0
if your value is different subtract 4 from it
Test & Save
Done, Go back
Exit VCDS
Disconnect VCDS cable

Now when you start your engine the Auto Stop Start Witch should have the LED ON.
This means that the system is off until you press on it and reactivate it.
The default on start will be OFF.

PS: And, if the SS LED is annoying with the tweak implemented because it will always be lit when the ignition is turned-on - I also understand from the stemei.de site that adding 64 to the already reduced value (i.e. subtract 4) reverses the logic on the SS LED - so that the logic (lighting) of the start-stop button is reversed.

For example, if the initial value of channel 34 = 28:

To change SS so that the default is OFF after ignition switch-on: change to 28 minus 4 = 24
To change SS LED operation so that default is OFF after ignition switch-on AND the lamp is NOT lit when SS is disabled- change to 24 + 64 = 88
