Octavia VRS CR FL 2010 - headlights very dim

After accident, passenger headlight unit and a headlight control unit ??? were replaced. Ever since then both headlights are very dim. They used to be much brighter before the accident. It's as if they are on low power. I have tried different halogen bulbs and also LED bulbs. The LED bulbs are slightly brighter than the halogens but they are still dim.

It was suggested that the new control unit (I think that was what the body shop said was fitted. It seemingly had to get welded in) may be set on low power to increase bulb lifespan.

Where would I look with VCDS to set headlight power back to full??

Any other suggestions??

Log from today.
I already knew about the alarm siren. Suspect it needs new battery.
I have new mirror indicators ordered to replace both sides. Passenger side not working and drivers side was flickering at MOT test.
Tested heated mirror wiring and no power so break in wiring somewhere or maybe a loose plug??
Headlight looks like 11.7 volts. Can this be increased??
Any other thoughts??

That's not voltage at the headlight. That's system voltage at the time the fault code was set.

I would suggest verifying the connections between the BCM and the headlights. Check for voltage drop under load. Also check for voltage drop between the ground side of the headlights and a known good ground.

What Uwe aforementioned is correct.

Additionally with DVOM in series to ground or hot you can see the draw of current measured to qualify the tracks ability to carry current and with visual load light.
Usually the issue is a ground but sometimes the bulb or inadequate feed, so check it all by isolating each part.
