In MQB-platform gateways, I would say no, EFB is not fleece. At least in cars that I have owned. When factory installed battery is EFB, gateway is coded for "EFB". When factory installed battery is AGM, gateway is coded for "Fleece".
I guess that only VAG engineers know exactly what is the difference between Fleece and Binary - AGM. But so far, I have not seen a gateway using that AGM-option, even if it has AGM battery.
