It means the systems in question are off-line.

Notice the last line of your scan: "VIgn 0.1V". Was the ignition on?

Does this car start and run?

Yes, the car seemed to run great. Drove it around the proverbial block.
When I did the scan the engine was off, but ignition was 'on' with gauge cluster and screen on and illuminated.

And Oops I posted originally without putting make/model in Title, tried to Edit that. Also still need to learn how to use the CODES tags. Jefs forum instructions (read after the fact, oops) say to use them, but I didn't see an example?

Hmm, OK. I guess I was tripped up by one of these fancy-shmancy cars with pushbutton start and you can physically turn the key to the correct position.
