Audi A6 Allroad 4F cigarette socket

Hi, is it possible to reprogram the function for the cigarette socket to only be powered when ignition is set to on, or only when car is running?

Programming not sure. However, recent models have two fuse sockets for the cigarette socket, one being permanently live and the other having a switched power supply. Swapping the fuse over will determine behavior. This is usually even explained in the normal owners manual.
    Current:
    2018 Tiguan AD Highline 2.0 BiTDI 240hp > Stage 1+ 328hp
    2016 Polo 6C Highline 1.0 TSI 105hp

Not that I'm aware of. Check wiring diagrams to see where the power for those outlets comes from.

The engineering problems are likely insurmountable. It would be like proposing to land a rocket booster section on a barge floating in the middle of the ocean.

That's true of many VW models but in an effort to save money sadly isn't true of most Skoda models
