The Passat's CCM is quite different than the Audi's.

I would try increasing Blk_Int more. I believe VCDS will accept values as high as 500 or thereabouts. Note that leaving it like that will make things dog-slow in all control modules, so you probably don't want to leave it that way, but it would sure be interesting to know if a higher value fixes the problem in that CCM, and if so, how high the value needs to be.

So it will take values from 25 to 750 based on the little pop-up.

Of the 30 or so tries I attempted with changing the values from 25 to 500, either address 046 by itself or with an auto-scan of multiple addresses, I only once got it to give me all 4 sub systems.
The value of Blk_Int was 25. it was an auto-scan of the single address.
