So - the car is fixed.
It WAS the throttle - so called "VDO" looks like a pirate copy to me.
Look at these two pictures. I took a part the VW original Throttle body in plan to change the electric inside of it. NOT easy so gave up that idea =)
But - doing that - I could get a look at what a original throttle body electric connections looked like:

Lesson learned:
Trust the fault code.
Dont know why - but there is no nead for continuity to ground on wire number 108 on .
The numbers on Measuring block 062 - for accelerator pedal - are still looking same: 14 % on both sensors at rest - and climbing up when pressin the pedal - equally!
At least for Golf IV - 1,6 engine code BCB.
