Hi,

Been searching but getting conflicting information so I'll ask the Pros here: will a vehicle pass emmissions here in NJ with no CEL but a pending DTC? And what about readiness monitors? TIY for any info provided.

I'm not sure what the exact emissions inspection rules are in NJ, and they vary from state to state.

I believe EPA guidelines allow two monitors to be failed or incomplete up to MY 2000, but only one in cars newer than that. I do not know whether NJ follows those guidelines.

Thank you, Uwe. It's jersey so anything's possible. I guess I'll take a ride over to the DMV, see what happens and report my findings!

Yes, 2000 Eurovan. The P1582 code that's been haunting me for years seems to be gone for now. Sometimes the code is gone for months and comes back. Just so happened that when I was in the inspection station the code came back. But now there's a P0411 pending. Van is now overdue for inspection. I'll post an autoscan tomorrow. The van is seldom used and only has about 50k on the odometer.

Thank you, Jack. Just so happens that vacuum line hasn't been changed yet because it's not that easy to get at. Throttle alignment done successfully. But had to unhook the throttle cable for that to happen. The van has hand controls so I'm thinking that had something to do with my previous TBA attempts failing. Should I adjust the throttle cable to allow more slack?

Yes....but always as specified in RTFB!

Mighty vac tester will help you verify that line before a required tear down to combi.

So, I took the van for a drive today, and before taking off checked faults/readiness. Still had the pending P0411 and all ready monitors set, no CEL. When I returned, checked faults (engine still running) and P1582 came back, but still no CEL. Ran the Autoscan, no faults showing but for some reason the ready monitors indicated some not set. Shut the engine off, restarted with CEL now on. Rechecked faults P0411 & P1582 both showing as intermittent.

Monitors are reset when clearing fault memories.
When checking DTC's you most likely reset, maybe not realizing you hit the 05 tab.

Thanks for that info, Jack.
First thing today I checked readiness monitors and they were all set, so I didn't accidentally clear the codes. So I ran an another autoscan and this time all the monitors showed them all set.
Cleared the fault codes and took a short drive. No CEL but P1582 was showing when faults checked. Took a 4 mile drive, shut off the van and restarted, CEL on. The P0411 is not showing, just the P1582.
I tried checking fuel trims in MVB 32 but there's nothing related in that. But there's Lambda values on 004 (3.9 0.0 5.5) and 027 (4.7 5.5) . Checked Block 160 (0.8 25.0).

Starring at the blocks and long or short road tests are not going to complete the repair for this or give insight.

Air leak or switched air leak ........Fix it........!

Time to isolate carefully with mighty vac and crimp tests.......

Haven't had much time to mess with the van, just wanted to update progress. Replaced the cloth covered lines that run from the intake-FPR-SAI solenoid. One of the lines slipped off easily so I was hoping that was the leak source. But, alas, it was not to be. Took a drive, no codes. After the next drive a few days later checked for codes, P1582 showing but no CEL. Next day CEL back on. At least the P0411 code isn't coming up.

The Mityvac arrived today (the mailman launched it from about 12' to the porch, which pissed me off) so when I get a chance, going to test the line from the SAI solenoid to the Combi. I know that line should be changed, regardless, but for now my quest is just to get it through inspection. I also realize that I should be checking other things, but I want to pinpoint the exact cause of what causing this P1582 code. I've scoured the net and found so many different fixes, such as replacing TV's and ECU's.

Just thought I'd update since it's been awhile and it's the polite thing to do, since you all have been so helpful.

Replaced the Combi valve. After we checked it with Mity Vac there was a small vacuum leak. Jack mentioned hose to valve, but the leak was actually the valve; although the hose was pretty tattered. The valve was also slightly stuck open.

So, I fire up the van and all was good, until I took a spin. About 2 miles into the trip CEL back on and I could feel something was amiss. CEL blinked a few times as well. Disgusted, I cleared the codes and didn't even bother saving them. Today I checked the codes and just P1215 came up. Cleared them, started the van, CEL back on immediately. Two codes P1215 & P1214. I'm kind of hoping that I got a defective coil (Uro Parts) from Rock. But, I reckon the next logical step is to start going through the injector wiring?
