2007 B7 A4 Avant (Canadian) bought used a year ago and still in Canada but planned to be imported to the USA. The headlights are xenon and look like they are the correct type for that model year per my Bentley - i.e. a high/low xenon plus a running light. However, the running lights do not come on with the switch in the running light position and when the headlights are switched to high-beam, the running lights come on (and low beam xenon stays on). In other words they behave as if the control unit is expecting them to be the halogen variant, with separate high and low reflectors. The car is a fully loaded hi-line trim model so I expected it to have xenon but in Canada maybe they were banned and this is someone's upgrade from the halogen standard. My first question is "is there a way to tell from the VIN or elsewhere what the car "should" have?

The other abnormal behavior is that there is an audible hum from behind the dash when the lights are turned on. I suspect monkey business by a PO since when i bought the car (was a dealer trade-in) it had an exhaust without a resonator (since put back to standard). It also has an aftermarket nav system.

The central electrics module has an unusual comment about the USA (below). Anyone know what that means?

No fault code found.

Fault 00979 is new since my last scan a month ago and there has been no change in the functionality of the lights, so whatever circuit it is monitoring is not connected to a bulb. My question is not about this fault but how i decide whether I can/should get the lights functioning correctly: by replacing a non-standard controller or by replacing non-standard headlight units?

09: Cent. Elect. coding looks wrong to me.

The second to last digit in the coding should be a non-zero number:
xxx?x: Headlights
0 = Halogen Headlights w/o Daytime Running Lights (PR-8Q0/8Q1+8K0/8K7)
1 = Halogen Headlights with Daytime Running Lights (PR-8Q0/8Q1+8K1/8K3/9C6/9C7)

I found the codes in the original maintenance record book but don't have a way to put the pic in the cloud.
However, i suspect the codes you need are:
8EH = Bi-functional headlight with gas discharge lamp for driving on the right(US design)
8Q5 = Headlight-range adjustment automatic/ dynamic with dynamic bending light (AFS 1)

There are no 8Kn codes on my sticker.

I checked the meaning of all the other codes and no others appeared to be related to lights.

I looked you up in PL24 by VIN. You have 8Q5 Dynamic headlight range control, with cornering light (AFS 1) and 8K9 Daytime headlights with automatic headlight control and coming home function. So that means you probably want:

jyoung8607, thank you! I'll confirm everything works after i have changed the code, hopefully tonight. This will be my first "use in anger" of VCSD. I had no idea the car had the steerable headlights, so if the module hasn't been damaged from operating under duress, this will be going from famine to feast. :)

Very happy camper here: everything is now working perfectly, including main beam and the "auto" position on the light switch. I re-coded all 5 digits of the Module 9 code and the whole process took maybe 15 minutes including looking up the codes (thanks for the VIN-specific report of my PR codes jyoung8607 !)

Uwe - user-friendly software with the coding choices in the pop-up balloon.

Hum is still there with the lights on and is coming from what looks like a sealed transformer covered with heatsink fins in the RH panel in the trunk (Avant) but that may just be age. I suspect it is the power supply for the Xenon bulbs. I'll see if it is still there in daylight tomorrow when it should light the running lights instead of the headlights in the auto position,

What you're describing is the amplifier for the Bose sound system you have. Power supply (or rather ballasts) for the xenon bulbs are usually fixed under the headlights themselves.
