So lets update the problems...
1/ No high beam ( new headlights fitted with high beam shutter and LED DRL's)
2/ On headlight movement when you turn gin on they only go upend down not left and right
3/ Changed the BCM to 5K0937087AJ from a 5K0937086M
4/ Still no high beam and now no DRL's also can't match key fobs (same code installed into new PCM)
5/ Changed Cornering light module from a C to a D with no changes ( coded to vw eos UK 2508227)
6/ Cornering module still shows no movement from the hight sensor in measuring blocks
I will do a new SCAN later today

m78a could be on to something about modules.
- I can only see 8U0 941 329 paired with 5M0 907 357 D looking online.
- The 2508227 seems to be from 7L6 941 329 A paired with 5M0 907 357 C.
Have you got static cornering lights in the headlights? If you haven't, I'd try 1770963 based on another EOS with similar AFS slaves.
Does the new BCM use the same frequency as the old one?

It's static cornering lights not static headlights 
you should be able to see a halogen bulb with a reflector in the headlight that pointing to the outside if it has static cornering lights.
All the 5K0937087AJ on eBay seem to be in the US (315 mhz?) which use different frequencies to the UK/Europe (433 mhz?).

There isn't any halogen bulbs in my new headlights just one xenon with a shutter and electric motors on the adjusters
I thought as much with the BCM.... any idea's on what BCM I would need to be high line to replace 5K0937086M

Hi all i checked with my local dealer and he confirmed the part munger for a highline BCM without keyless is 5K0937087AE so I've ordered a new one at £380 ... Im hoping the high beam shutters will work and the range module will sort its self out...
Update I fitted the new BCM and the shutters did work but only a few times ... i fitted a "D" AFS 55 module but my can gate can't talk to it so thinking of trying a "F" module if i can find one with the same sw
haven't got a clue why the shutters have stopped and the AFS module still says not coded...

did you change byte 18? from which car is bcm? also is it 1k0 or 5k0 bcm? there is different pins for high beam solenoids for 5k0 not 48,49 cant remember now which ones...

I also changed the power to the 55 module to continuous supply... but no difference when trying to code

New Scan with new BCM fitted BUT i still dont have a code for the module 55 for my eos ... i have 2 modules 5M0907357C (H04 SO148) and 5M0907357D (HO4 SO144) how do I know which is correct.. also its been mentioned that the shutters might not be pins 48 & 49 in connector C for a 5K0 BCM

You said the 'D' rev wasn't communicating but it's clearly there in your autoscan, as are the slave modules.

I have sorted the no communication problem and tried 1770963 in both with no luck ... if the 55 module isn't coded is that why the shutters don't work or is that a different problem...
I have sorted all the fault codes in the 09 BCM i hadn't cleared the fault codes after trying a different car in bit 18...
It doesn't accept code 1770963..
if i go into Basic settings in 55 and click up to group 2 it says front sensor signal active and n/a in the rear but when i go into measuring blocks it says group 2 the front sensor signal box is blank and 0.0% in the rear box

I'm pretty sure the shutter issue is separate to the AFS module coding issues as the shutters are done by the BCM, not the AFS module.
Shutters are likely to be byte 18, wiring or both.
What lcodes have you tried on the AFS module and which have been accepted?
Did you try non-zero entries for the WSC/importer/equipment values?

Good news I've got the shutters working ... thanks for everybody's help it would seem you can tick to many similar things in BCM 19.. NOW there is just the 55 module .. no matter what code that gets accepted when i go to basic settings and press go it says error...

Before you'll be able to do the basic settings, you'll need the three "not coded" errors to clear.

I don't seem to be able to get a code that then says its coded. even if i input a code that is accepted it still says uncoded unless there is a particular procedure to do it .... what i have noticed on a different thread is that the two slaves have to be the same ... mine are 0003 & 0005
