My gut feeling would say, check address 08 HVAC but that doesn't seem to be available in any Up! on the net.
Checking the wiring diagrams, it seems to be a non-diagnostic control module that is (semi) hard wired.
You could have a look at the high pressure sender G65 in the engine ECU. G65 should be connected to it.

A theory:
Your outside temperature sensor seems to be broken (or its wiring). This way, the HVAC doesn't know the temperature and will go into safety shut off (like it does with very low temps, to prevent the compressor from freezing).
Check the sensor and its wiring, it's from T32 (instrument cluster) pins 19 and 20. I suspect, when it's the wiring, it's wire 19 (yellow/brown) since 20 is a common ground with the coolant level sender.
I don't know where the sensor is, typically it's behind the front bumper on the left hand side, just in front of the radiator.

A bit of an odd system, or to me at least it is... so there is a J301 "Control Unit for AC", but it seems to be dumb as rocks and doesn't talk. There is a V454 that is the "air compressor" and it is operated by a J32 "relay for air conditioning"... this relay is operated by the J623 Engine Control Module. So the ECM runs the AC.

The G17 is wired up to the cluster, T32/19 and T32/20. Note that T32/20 is a shared ground with the G32. Check your wiring for the G17, if to factory design, replace G17 temp sensor with new unit from dealer.
