2007 Jetta secondary air Injection system fail or incomplete

Hi.
This is first time for my post.
I have 2007 Jetta 2.5L wolfbearg edition .
went to smog station in CA failed because secondary air system incomplete.
check secondary air pump flow and combi valve are ok.good flow and combi valve is open when put 12v directry.
no code on OBD.
replaced new B1-S1 O2 sensor , because I thought lazy O2 sensor.
did 5-6 time drive cycle, set readiness with VCDS .no luck
always stuck in 222 Oxygen sensor desel B1S1 never went go threw.
I spend so much time and gave up, send to dealership.
after one week dealership said new ECU and new fuel sender gage.
the estimate is $3100!!
I dont think Fuel sender gage is not good.always shows collect fuel amount on gage.
I think another try is replace used ecm, but my car is immobi4 So need PIN and only dealer ship can do it?
I think if get 222 then 223 secondary air will be complete set readiness.
only fault code are central locking system, Is this relayted to emission ?
Please help me!!

Just curious, did the dealer tell you why they suggested to replace the fuel sender? Not that I would suggest to replace it at this time.

Fault codes in the [46-Central Conv.] should not affect the Readiness tests nor are they related to the emissions control functions.

Before you replace the ECM, I suggest you have a look into the Secondary Air(SAI) 'Combi-Valve' while you perform a Key-On, Engine-Off [Output Tests] in the [01-Engine] to verify the valve is opening fully. If the valve does not open fully, you may need to try a new 'Combi-Valve'. At that point you can check and clean the SAI ports on the cylinder head.

If you replace the ECM, you will need the PIN code from BOTH ECMs, a locksmith maybe able to pull the PIN codes for you.

Looking at the Immobilizer Serial number in your Auto-Scan [VWZ7Z0G9094942] it begins with [VWZ], so if you have a look at the Ross-Tech wiki page about the Immobilizer, you can see that should be an Immo-4A.

That wiki page has links to the Engine Control Unit (ECU) Swapping page.

Thanks for you response!
Dealership replaced loaner ECM,then passed set 208 and 222.
But secondary air not started, found short to ground fuel gauge.Thats why recomend replase fuel gauge and ecm.
fuel level should be 1/4 to 3/4 when set readiness. but is this for secondary air syastem too?
not only for EVAP?
combi valve is works good , I blow compressed air when valve is open.
is there any reason could not set 222?

If trim was out it would have a fault for it wouldn't it?

I bet if I or you did the readiness tests manually it would set or set a DTC for the problem & which is most likely a plugged port with carbon from combi to exhaust or stuck N80/INTAKE PCV leak causing the OXS reading to be FUBAR.
FYI: If the OXS doesn't see the air getting to the OXS or too much air, it will never pass to calculate the deviation in either direction!

It was 102.47g/s @ 5400rpm.
I think 2.5L engine has 150hp X0.8=120g/s should be?
or Its enough?

Like I said.....work habits are bad, change them! + get RTFB & this is why we use a mighty vac and not just tests for just click clicks with outputs or with smoke machine are unacceptable!

Okay you have an air leak and it must be corrected.

I suspect N80 is FUBAR but you have other leaks too & that are false clearly.

Run outputs with VCDS and a mighty vac...........

Thanks Jack.
I checked N80 Purge valve that was small leak!
also dauble check other things for leak, I found leak from Brake vacum pump gasket and o-ring.
got new purge valve then check before install this new part has very small leak too.
I thought Its not right, ordered another new one!
this one is good hold vacume.
installed then BS71 and BS70 went good pass!
but BS77 didnt turn on.
Ill try again later.

Well now it maybe sequence related for tests and ECU may require a default of recode and ADP cleared.

Set BS 200 could not done. fault code P0068 Map/maf Thlottle position correlation.stop at step 30 error 207 1
still laeking or bad MAP sensor?
fuel trim 032 and 033 looks ok.
other concern is BS 041 second box swows htg s1 off, BS030 box1 shows 00011,(should be 111?).
Thermostat open 19.6%?

any advice please.
