how do you get metal bracket off ECM that locks in pin connectors? tried vice grip on bolts(carriage) but no luck

Went to dealer to get info on bolts. They have a male torx head that shears off when tightening. Solution is, I have to cut a slot in bolt to fit a screwdriver.
