If I do not have an idle stabilization valve, then VCDS cannot align the throttle body.

The heated mirrors have a switch position to turn them on/off - and current is only sent to the mirror heaters when the rear windshield heater is on and working.

My mirror heaters work just fine and should not be reporting codes!

Is there any way to get pictures inserted in the forum other than URL located ones?

Where do you get that idea? That's completely bass-ackwards!

If that's the case, then the car has had some kind of retrofit since it was built and it's implemented in such a way that the module can no longer see the current going through the mirrors.

The engineering problems are likely insurmountable. It would be like proposing to land a rocket booster section on a barge floating in the middle of the ocean.

I actually thought that is what the Ross-Tech page said, that it was necessary to have an ISV to do the alignment. But re reading it now it makes more sense.

Passenger mirror was hit by a bus in London and changed by VW at the expense of the transit authority, they changed BOTH mirrors and the mirror control switch in the drivers door, to a new switch that has on/off for the mirror heaters.
Maybe that is when something went wrong.

Right. ISVs were used before throttle bodies became motorized. The provided a small, controllable air path around the throttle body, which back in those days, would close the whole way. Your throttle body is motorized, but and the motor is used to keep it partly open at idle, but you do not yet have a full-authority, drive-by-wire throttle body.

You have to upload the image to a hosting site, e.g. imgur, and insert a link to it.
