In 001 output tests I'm stuck at the Start/Next bar. Whining sound activates under hood but never stops as I click thru the sequence of tests. There is no report of pass/fail or any change in the Start/Next bar. I believe I read outputs are done with engine off?

Related details:
Readiness looks to be set even tho I do not believe the SAI pump is functional. How can that be?
I'm awaiting a new Pressure Retention Valve which I believe to be related to 16825 and difficult starting after refuel, so the codes predate that. Cleaned the MAF per Jack as well

What's the source of the sound?

Nor is one expected. Output tests simply turn things on. You then check that they are working based on sound, or by using a multimeter or test lamp, or whatever other method is appropriate for that output.

There are some exceptions (particularly on certain TDIs) but in general, yes, engine not running.

ECUs typically do not set readiness bits do not get set to fail unless/until you clear fault codes.
