2007 audi a4 2.0 burns alot of oil

hi this 2.0 has had pcv replaced turbo replaced two times second was used, work was done at another shop. car needs a camshaft adjuster solenoid, but the complaint is excessive smoke which is caused by the turbo pipes getting filled with oil. the crankcase has 4 inches of water pressure, measured at dipstick tube. how can I narrow down piston rings or a bad turbo. This sounds like an OIL PSI issue due to sludge or possible jumped chain/key/belt..........timing ouch.

You can isolate turbo inlet from vapors and see if oil comes back to cooler......most likely rings......

To start I would check the crankcase breather is clear, if blocked will cause build up of pressure and force oil past turbo internals. I would agree you need to get the timing checked too.
