Registering VIN's

I purchased a HEX-V2 3 VIN "dongle" can anyone tell me how I register a VIN number ?

When you perform an operation with the interface that Ross-Tech has deemed "serious enough" to
require a VIN-lock, the software will pop the question to register a VIN before the operation will complete.
(This means you can use the interface freely on an unlimited number of vehicles, as long as you avoid using the Vin-locking features)
