This really seems to be a vcds software issue.
I have 18.9 and 19.6.0.6 running side by side in different installation directories on the same pc.
Using the same Hex-Net dongle....
Just to let you know I have the same issues too since updating from 18.9 to 19.6.0.4 and 19.6.0.6. The issue still persists
