19.6.2 Download problems

I have been trying to install 19.6.2 on my computer. The computer fits all of the necessary requirements and the install program goes through all of the motions, but when you go to run it it cannot find the program. I watched the video and in it when the install is occurring the files that are rapidly scrolling by say "Extract". When I'm downloading it it says "skipped" I have deleted and tried multiple times to no avail. Anyone have any ideas what I need to do??

... you have downloaded an exectable-file (.exe)... if installing doesn't seem to work, try "running" the executable-file as administrator!

Without telling the specs of the computer or the operating system on that computer we can keep guessing what is going wrong...

Also: What kind of anti-virus or other nanny-ware is on that computer?
