do you offer credit for a VIN used to adapt a module?
As a general rule, no. It's clearly stated in the FAQ:

What if I'm swapping components from different cars?
If you're swapping components like instrument clusters or ECUs that have different VINs stored in them, you may have to register each of the different VINs.

However, since you made a noteworthy discovery, I think we can work something out.

Thanks for the clarification, kind of a bummer that it has to "eat" a VIN in those circumstances, but I guess there really isn't an elegant way to differentiate between adapting a new module to an old car VS. a totally different vehicle (VIN) altogether...

Correct, there is not.

If I had a 3 VIN HEX V2 interface, would it be possible to pay for the VIN upgrade twice? Basically I'd go from 3 -> 10 VINs, and then from 10 -> Unlimited VINs.

How would the pricing for that work? $200 (what I paid) + $170 + $170 = $540? It seems like that would cost $70 more than buying a 10 VIN and upgrading once ($300 + $170 = $470), but I bought my cable several years ago and thus didn't anticipate the amount of VWs in my family spiraling out of control, haha.

AFAIK, it's possible to pay two steps and get Unlimited right away.

I wouldn't like to talk about the price, someone from Ross Team will explain that better.

That is correct. Buying a HEX-V2 with a 10-VIN license to begin with is indeed $69 less expensive than buying a 3-VIN interface and upgrading it to 10-VINs after-the-fact.
