2011 Jetta Sportwagen 2.5 Swap No Start

The Background;
Above JSW fell into my hands. After 236k highway miles the 2.5 was about played out.
It ran like it had a jumped timing chain and was blowing oil out the failed rear main seal.
It seemed to have both of the killers of the 2.5, but the body and interior were in decent shape.

A local salvage yard had a 2011 sedan with a low mileage 2.5 CBUA from a front end collision, and the engine was very cheap as it had to be cut out of the car. My first problem was that the gorillas who cut the engine out could not figure out a VAG electrical connector to save their lives so they just cut the main harness. I had to pull the old harness complete off the bad motor and transfer it to the replacement engine.

It turns over well enough, but will only fire once if at all.
Autoscan is just the data collected from me grinding on the starter.
Curiously, there are no engine faults.
Immobilizer or some other security?

If it was immobilizer related you would have immobilizer faults or something to the effect immobilizer active on the dash or, engine control unit locked or something similar. So based on all that its not a immobilizer issue unless you changed any module which it doesnt look like you did.

Verify the basics, ignition and fuel to start. You can check ignition by cranking the engine over... does the tach move when cranking? No tach no ignition/spark. Then fuel, cran kthe line put a container under it and crank it over for a few seconds. Do you have fuel? how much? 100ml?250ml? or way less like its residual?

Thanks for your help.

Tank is half full.
Fuel pressure measured at the rail Schrader valve is just under 50 psi at key on.
Falls a few psi when cranking.
I can fill a soda bottle with the hose to the rail.

Coils and plugs show good spark when bench tested with 12vdc and a signal.
Tach moves up while cranking hitting 500rpm when you get that one spark.

Hi there...

So if you have fuel (good fuel), spark, and it sounds like there is still oxygen in your area, I would then want to check compression and timing.

Also verify the air intake is free and clear, and that the gorillas did not put any bananas in the tailpipe either, because, "Look man, we ain't falling for no banana in my tailpipe!"

How do I check timing?
Vehicle has both cam position and crank position senders.

Can you look and pull up the measured value for intake air temp or coolant temp? If you have 175psi across all 5 cylinders vehicle should start. You said you bench tested the coils and plugs. Why not test them on the vehicle. We need to make sure as it sits that the ecm is firing the coils.

Fair enough.
I crafted what I'll call the 2x4 test.

I get a nice hot spark on each of the 5 at their turn.
It's actually cool to watch.

That nice hot spark just needs to arrive at the right moment in the piston cycle.
It doesn't show any of the usual timing errors like backfiring.
In cranking like this you can smell the gas too.

Ignition only On, do not crank
01-Egine,
Clear all faulty codes , go back , get out of controller
Again 01-Engine ,
with ignition On only (do not crank) verified there is no faulty codes after you clear it. Then start cranking engine and if the p0016 comes back then you have timing problem.

Under 01-Engine I have no fault codes
There is nothing to clear.
The Autoscan I posted confirms this.

I went through the procedure as outlined as no fault codes were found.
Especially the dreaded P0016.
I found the P0016 under OBD-II Perm DTCs

At this point I'm assuming that the ECU is trying to run the engine with the learned values from the old jumped chain engine.
