What else do you choose in a car, for an analogue value I mean. 3.3V 5V 8V 12V system voltage? If you've done design, why would you choose 5V in an automotive application? Would you go end of scale, 5V and 0V as valid signal? If not, why not?

Actuators of those 1.4 MQB engines do go bad, only buy an OEM, it needs to be in basic settings after you replaced it, its, when the engine is cold and you are having a bit of a steady hand 15mins work..
BUT first take the rod of the wastegatearm, it normally has a spring/clip, be very carefull for not losing it in the steeringrack/subframe or so. You can feel the wastegate working if the rod is off.
