I couldn't find anything that matched what I'm experiencing for the platform I have, so here goes.
About the car. '06 Rabbit as the title says. I have a few mods but all of them have been done for some time and the car passed emissions with them before (UM stage 1 tune, catback, P-flo intake).
I got three elements that show up as failed/incomplete (secondary air injection, evap, and O2 sensor). I have no fault codes and can post scan results later. I was able to get the evap to pass by testing blocks 70 and 71 in basic settings which leaves the other two. I've tried testing block 77 but nothing seems to happen. The fourth field simply reads "test off" and never switches to "test on" so it seems the testing is never initiated. I've set readiness and nothing has changed. The bottom line is since I don't have any fault codes, I'm at a loss. I understand the SAI only occurs at start up and you can hear it but to be honest I'm not sure what to listen for to see if it comes on. I would also think that if it weren't working it would throw a code. My car registration is dependent on passing emissions first, so I have until the end of the month to get it done. Needless to say I'm confused as to what happened to cause the failed elements.

What state? Is it possible they revised their standards for how many readiness bits may show incomplete? Do you have any older scans (since you got the "tune") that show readiness status?

Have you tried to do the script for readiness tests in VCDS?

Have you done all upper 200>255 block tests with binary displays?

0x01-04-200? Script!

Please post the scan.....

We could help you get a second stock controller if need be.....or forensic backup.

The test for SAI can be funny, and not be done in some diagnostic stacks until the CAT has been completed for actual amplitude.

Is the tune running any type of delete smog code to your knowledge?

I'm in Illinois. They test emissions every two years but changed the time frame to coincide with car registration which for me is this month when it was previously in July since I had bought the car end of June. This would make the last emissions test in 2013 well after the tune install since I've had it for at least four maybe five years. I don't believe the standards have changed since implementation of obd-ii emissions testing.

Why does the vehicle emissions test program exist?

The Illinois EPA's vehicle emissions test program improves air quality and public health. The federal Clean Air Act Amendments of 1990 requires emissions testing programs in large, metropolitan areas which do not meet certain federal air quality standards. Although Illinois has made significant strides to clean its air since the Amendments took effect, levels of air pollution in Chicago and Metro-East St. Louis areas still exceed these standards.
Why is it important to reduce emissions?

Motor vehicle emissions are a significant source of pollution, including carbon monoxide, nitrogen oxides and hydrocarbons. Carbon monoxide is a colorless, odorless gas that may cause dizziness, difficulty in breathing and death. Hydrocarbons and nitrogen oxides combine with sunlight to form ground level ozone (smog). Ozone can aggravate health problems for people with heart disease and breathing-related diseases such as asthma and emphysema. It can be especially harmful to children and the elderly.
What vehicles are subject to vehicle emissions inspection?

Generally, most 1996 and newer gasoline-powered passenger vehicles are subject to testing after they are four years old. 2007 model year and newer heavy duty trucks, with a manufacturer's gross vehicle weight rating (GVWR) between 8,501 and 14,000, are also subject to testing.
Diesel powered vehicles, vehicles powered exclusively by electricity, and certain other vehicles are not required to test. Check the Exempt Vehicles List for details.

Why is my vehicle being tested?

Vehicles are tested in this area to verify that the vehicle's emissions control systems are performing properly. Vehicle emissions testing programs are designed to identify vehicles that need to be repaired to meet emissions standards.
What kind of test is used?

An On-Board Diagnostic test (OBD) is used for 1996 and newer passenger cars and light duty trucks (including vans, sport utility vehicles and hybrids). An OBD test is also used for 2007 model year heavy-duty trucks.
Where can I take my vehicle for testing?

You must take your vehicle to an Air Team test station. Please check this web site for station locations, maps, and operating hours.
How often will my vehicle need to be tested?

Vehicles begin testing when the vehicle is four years old. For example, a 2003 car should be tested in 2007, 2009, 2011, etc. In certain cases, a vehicle may need to be inspected if it was not in compliance when acquired by a new owner, or when the vehicle is newly registered in a test area.
I've noticed that my vehicle's test month has changed - why is that?

The Vehicle Emissions Inspection Law of 2005 provides that beginning in January 2008, vehicles must pass an emissions test or otherwise comply with the law before the vehicle's license plates can be renewed. Implementing new provisions of this law will result in some vehicles being scheduled for testing a few months earlier or later than its previous test month.
Why doesn't this program test diesel powered vehicles?

The federal Clean Air Act does not require the inclusion of diesel-powered vehicles in emissions testing programs. However, the State of Illinois has implemented a program to inspect certain heavy-duty diesel powered trucks over 16,000 lbs in ozone non-attainment areas. This program is administered by the Illinois Department of Transportation.
Does this program test heavy-duty vehicles?

Vehicle Emissions testing is required on all 2007 or newer model year heavy duty vehicles with a manufacturer's gross vehicle weight rating (GVWR) between 8,501 and 14,000.
Why aren't newer vehicles given an exhaust and gas cap test?

OBD testing has replaced exhaust and gas cap testing on 1996 and newer vehicles equipped with standardized OBD systems. This system continually monitors the operation of the vehicle's emissions control system. The OBD test identifies the existence of emissions-related problems by retrieving emissions related fault codes stored on the vehicle's on-board computer.
Can the lane inspector manipulate the test to get a pass instead of a fail?

No. All emissions tests are performed utilizing computerized test equipment. Testing procedures and pass/fail determinations are automated and cannot be manipulated by the lane inspector. The inspector must follow specific, predetermined test procedures.
What happens if my vehicle fails the test?

If your vehicle fails, the inspector will give you a Vehicle Inspection Report containing detailed test results. The vehicle will need to be repaired and returned for a re-test. The inspector will also provide a copy of the Repair Shop Report Card (RSRC) which contains additional information and lists of repair facilities that have demonstrated success in performing emissions-related repairs. The Illinois EPA recommends that these repairs be made by a technician who is trained and experienced in emissions diagnosis and repair.
How can I qualify for a waiver?

A waiver may be issued by a Customer Service Representative at a full-service test station if all of the following requirements are met:

  1. The vehicle has been tested at least twice and has failed to comply with emission standards.
  2. All emissions control devices are present and appear to be properly connected and operating.
  3. The MIL is functioning properly.
  4. Evidence of repair is presented consisting of dated receipts not more than 30 days prior to the test eligibility date that identify the vehicle by VIN.
    A minimum of $450 in emissions-related repairs (excluding tampering-related repairs) have been made.
    The repairs are conducted by a recognized repair technician.
  5. All eligible emission-related warranty repairs and adjustments have been performed pursuant to Section 207 of the Clean Air Act (42 USC 7541).
  6. The vehicle owner is present or the Waiver Request Form is properly completed.
Why was my vehicle rejected?

Vehicles can be rejected from the test lanes for a variety of reasons. Most frequent reasons for rejection include: the OBD monitors were not ready; the repair form was not properly completed; the vehicle was exempt from testing; the wrong vehicle was brought in for testing; and the vehicle was brought in too early. Rejects do not count as tests. You can read a description of these and other reasons why vehicles can be rejected.



My vehicle was rejected. What does that mean?

The term “reject” refers to a vehicle that is prohibited from taking or completing an emissions test for a variety of reasons. Most frequent reasons for rejection include: OBD monitors were not ready; the repair form was not properly completed; the vehicle was exempt from testing; wrong vehicle was brought in for testing; and the vehicle was brought in too early. Rejects cannot be used for the test failure count when applying for a waiver. This web site contains a description of these and other reasons why vehicles can be rejected.
What do I do now?

I have repaired my vehicle, now what do I do?

Simply take the vehicle to any of the emissions test stations for a test. You should bring all repair receipts.
Do I have to go to the office before I have my vehicle re-tested?

You have to go to the office prior to a test only if your vehicle has exceeded the three-test limit. Otherwise, proceed to the test lanes.
What are the reasons my vehicle could be rejected?

Some of the reasons vehicles are rejected include the following:
OBD readiness status
The vehicle’s on-board diagnostic system has not completed all required evaluations to ensure a valid test. This can occur when the vehicle’s battery has been disconnected, or a service technician has reset the readiness monitors as part of the repair process. See the section entitled “Understanding On-Board Diagnostics” for further information about OBD systems, readiness, and setting monitors.
OBD catalyst monitor status
Vehicles that fail an OBD test where any of the diagnostic trouble codes are for catalyst efficiency and return for a retest when the catalyst monitor is “not ready” are rejected. In these cases, the catalyst monitor must be “ready” at the time of any retest. See the section entitled “Understanding On-Board Diagnostics” for further information about OBD systems, readiness, and setting monitors.
Incomplete repair data
Vehicles are rejected for a re-test when the Repair Data Section on the back of the previous Vehicle Inspection Report is not completed, or the Vehicle Inspection Report is missing. Complete repair data is required in order to perform a re-test.
Vehicle is exempt from testing
The vehicle is model year 1995 or earlier and in compliance, is now registered out of the test area, is diesel-powered, or is otherwise exempt from testing pursuant to the emissions testing law.
Too early
The vehicle was brought in for a test more than four months before the license plates expire.
Vehicle exceeded three-test limit
After failing three tests, no further tests will be granted unless the motorist provides credible evidence that appropriate repairs have been completed since the last test. These repairs would have to indicate that the vehicle may pass another test, and a visual inspection is performed to verify that all emissions-related components are present and appear to be connected and functioning.

Vehicle condition/safety issues
Vehicles presented for testing with safety related defects or modifications can be rejected because they may pose a safety hazard to the inspector or test station.
Missing VIN
Vehicles are rejected if the Vehicle Identification Number can not be located on the vehicle. These vehicles can not be tested because inspectors cannot verify that they are testing the correct vehicle.

Is that throttle body adaptation? I'm also not really sure what you're referring to with 0x01-04-200. Sorry, I've never had to do this before with vcds.

Readiness remote take over internal to controller if supported is 0x01-04-200 GO Brake and gas pressed and watch the test take over.
Every button has a Hex address or Decimal value # assigned.

0x-01 = Engine electronics button in VCDS

0x01-04 = Engine electronics ( 0x01 ) while in basic settings screen ( 04 )

0x01-04-200 = Engine electronics ( 0x01 ) while in basic settings screen ( 04 ) Further while in block ( 200 )

Hence short VAG.........


You may also see if RT was kind enough to add a script here in VCDS.

TBA went fine. 0x01-04-200 did not do anything. All fields are blank.
I started to set readiness manually. Kick down adaptation did not work. The only field with info is the throttle position sensor. "Kick down" does not appear in the third field so there is no adaptation occurring. Other results with fourth field info:
O2 sensor dynamic test = 00001000 in fourth field instead of 00000100.
02 sensor plausibility test = 00001000. O2 sensor heater = 00000000 after going for five minutes.
O2 sensor readiness test = 00001000. O2 sensor aging test = 00001000.
Front catalytic converter test = 00111000.
O2 sensor decel check = 00110011 instead of 00111111.
Secondary suit system test = 010000000.
Evap purge valve test = changed between 01000000, 00010000, and 00111000.
I let all tests run for at least a couple mins before going to the next, so I don't know if it was enough to get the correct figures or not.
