Does anyone know what the below part / bolt is called or used for? I had it inspected today and they say its loose and thread does not tighten when turning. They say it may require a new wheel hub

Generally every fastener in a vehicle's rolling gear is to keep the vehicle on the road :)

But seriously, remove the bolt and inspect it's winding inside the wheel hub. If it's knackered, then you may get away with a timesert etc. Don't take my word for it, though - others may chime in on this.

It's a lower ball joint (pinch) bolt for the hub. (bolt 10, thread pitch 1.5) 10x1.5 . I wouldn't worry to
much about it as the force of the spring/strut forces it downward and thus by design can't come out.
That said, check the bolt as someone may have placed the wrong size / thread and it doesn't Engauge.

You can get a single tap on amazon for the size I noted above and chase it through that housing. Check that bolt for size, you can also get on Amazon a inexpensive (metric) bolt gauge and it will tell you the size bolt you have and thread pitch.

If it turns out the thread housing is stripped you can most likely get a slightly larger bolt and cut new threads per that "new" bolt size ; you only need to go slightly larger , so consider a SAE size if needed. You will need a new bolt and a new tap (for the new size and thread pitch).

Also, you don't need to go excessive on the torque either (20-30 foot lbs is plenty).

****** Option II: you can simply get a longer bolt that size, run it through , and place a flat washer, a lock washer, and nut and tighten it. Your all set.
