IS IT POSSIBLE TO ACTIVATE REAR FOG LIGHT FOR US SPEC VW PHAETON 2004

Hi I have a VW Phaeton US Spec which I need to obtain TUV inspection here in Germany. One requirement is to have the rear fog light that lights up and also is supposed to have a indicator light notifying the driver that the fog lamps are on. I have removed the US Spec headlight switch and plugged in a German one and coded it to 0000003 (no DRL function of any kind) + rear fog light installed.
It also mentioned that rear fog light controllers are not installed on NAR Phaetons. My question is what do I need to do to get the rear fog lights to work. I also have a German Spec Phaeton with German rear lights . I wonder if the controllers are built into the German rear light assemblies.

UPDATE !!!
I fitted the German spec lights and EU headlight switch used VCDS to code with the help from Chat GBT. The end result is it works expect instead of a rear fog symbol on the instrument cluster it lights up a TPMS Icon . I hope the TUV guy passes it . Also the RH Fog light don't light up minimum requirement is LH rear must work so I'm not going to trouble shoot it. code 0007111 for channel 17 appeared to work.
