Even though your VCDS interface can't decrypt it, you are in the same crash shut down boat. A HEX-NET or HEX-V2 would show:

I'll revisit our emails and forum threads containing TRW_G4L_MQBA0 with Crash Shut-Down and report back if I locate any SA codes that may be worth testing.

Even though I wasn't able to decrypt that fault code, dealer was and we knew that it was the "same issue" as in this thread. But what we didn't know until yesterday was the version differences between components.
So... just now we need to wait and figure out what to do until some solutions are found...
Based on the fact that "pre conditions not met" is shown with Odis, VCP and VCDS I'm under the impression this is a procedure problem rather than the lack of correct SA code.
Either way, in an email reply to someone this spring I wrote "I don't believe SA codes 17580 or 20103 are going to be accepted by this TRW_G4L_MQBA0 rack. Make sure your Advanced measuring value group [*IDE00323-IDE01022*] Security Access: Number of invalid keys - Incorrect key code inputs counter isn't above 2 because most modules lock-out at 3 and refuse perfectly valid codes at that point."

Those have been sorted out now and the P.S is working but still got warning lights, red PS light, yellow traction-control, yellow TPMS light, on dash and cant adapt / reset the SAS G85, its showing 0.0° constantly, here's a full scan

If this car isn't fixed I would connect to 03-ABS, use SA code 40168 (Basic Setting Enabling), set the steering wheel straight and use Basic Settings:

If that results in an error I would check the Advanced Measuring Value [*IDE04448-IDE00924*] - Steering angle sensor: angle - Steering angle° in address 44 directly to see if the readings are accurate. If you can get 44 to show reasonable readings at right lock, left lock and when straight (which should rule out an alignment issue or faulty rack) try leaving the steering wheel at 0.0° and repeating the calibration in 03-ABS.
