VW Jetta Wagon 2009 - stock
P2015 code is always on and off. Have bought aftermarket attachment and cleaned intake manifold and still comes back but is irrelevant to this post..
Issues originally started with only a P00AF code and flashing glow plug light. A vacuum test on the wastegate actuator (G581) proved to not hold vacuum and likely contained a worn diaphragm. All other vacuum lines hold vacuum. Wastegate actuator was replaced with OEM VAG part and rod was set identical to previous actuator. Vacuum was tested with a mightyvac on the new part and it moves throughout its full range of motion freely with no binding or signs of sticky turbo...
After installing new part I now have P00AF and P2563 codes with no flashing glow plug light. I then noticed that running the N75 output test that the actuator rob would not move the full ~1cm up and down when running the test. I then replaced the N75.
Now the glow plug light will only turn on when hitting "Go" on measuring block 120 with the engine running. Actual voltage in 120.4 reads 0.46V at idle and when running test will jump to 3.35V then back to 0.46V. If I then stop the test the flashing glow plug light will go away. I understand 0.46V is not within the specified range of 0.65-0.85V but would this alone cause me to have the now added code and still the P00AF even though the actuator was replaced? Another interesting point is when running the 120 measuring block the voltage basically jumps from 0.45 to 3.35V and does now steadily move between. After running the measuring block 120 test I now have the P2564 and 2565 codes aswell...
I have double checked vacuum to all parts of the system and everything holds. I manually checked voltage to the actuator with the engine running with a voltmeter and mightvac on the wastegate actuator and observed 3.35v at pin 2 (violet black) with no vacuum which steadily increased to 0.5V when applying vacuum from ~3" to ~15"Hg. Pin 1 (brown green) reads 0V for the ground and Pin 3 (yellow) blue reads 5V.
I have also double checked the correct connection is actually plugged in the N75 and not to the identical connection going into the valve attached to the turbo intake. Could a leak along my intake hose to the turbo cause something like this? Everything appears tight but I do not have a smoke machine to test...

It seems to me like a possible communication issue here but I really am not the most experienced with VCDS and electrical (especially in a VW...). Any ideas would be much appreciated as I have searched high a low to find an identical issue and have had no luck. This diagnosis was inspiring but sadly is not my issue but did help me try to dig further into the issue. (
