allow the system to self clear after sufficient self checks
How long does it take for this to happen, few hours, days... and also any specific parameters needs to be met? Engine idling, driving few miles etc...

Yes to all of the above.
Different driving cycles and conditions of different things.
FF data gives you an idea of how many cycles are left until it clears once you've addressed whatever the issue causing it was.
Unlearning counter according OBD: 27

The reason I was asking this
I have dropped off the car to the dealership to diagnose the problem ( I have tried all of the testing that you guys suggested and everything was working fine) they came back with a carbon buildup, and also they did not address the issue just clear the CEL without clearing DTC. Code P0491 is still there after the scan with vcds. No CEL on dashboard. They had my car for 2-3 hours.

I understand now that frequency will rise till I fix the problem., I'm CEL free for now

Let me rephrase my question

How the dealer was able to clear the CEL so quickly without clearing DTC codes?

My car was at the dealership for about two hours and they did not add any extra miles

Use the Generic OBD-II function in VCDS tell us what (if any) fault codes show under Mode 3, Mode 7, and Mode 10 (the last might be called Mode 0A now).
