Ok, I have connected PowerProbe up and traced wiring but I'm pretty getting stumped because I am seeing connectivity with multimeter between those two points of CanBus Lines. This is pins 67,68 on ECU connector to 13,14 in T17a which would mean there is no break in wire there, correct? With PowerProbe ECT 3000, I am also seeing tone all the way through to there. Wouldn't I expect there to be no continuity or power flowing through to the T17 connector in picture?

But that does not make sense because if the splices are an issue J217 is after the splice. So If the splices are no good then J217 would not be talking. I would do a dirty overlay to ecm to see if it comes back online. If it does cut and splice and make it permanent.

Just out of curiosity, I connected scope to pins 13 and 14 on t17 and I saw CANBUS data activity. Connected to ECU pins 67 & 68 and nothing. So I temporarily connected the correct pins on t17 directly to pins on ECU with solid core copper wire (67 to 13 & 68 to 14). That would be an overlay, right?
Same behavior from car. Did an autoscan and no communication to ECU. Cleared all faults and rescanned. Same results. Even backprobed 67 & 68 with scope and saw activity, but this must be activity to/from TCU.

My point of view is that you need to stick to the initial plan, which is to find why there is no comm at the ecm plug. A single failure would knock out one wire, but here both are offline, and also some other modules. My thought was that once the failure point(s) is(are) found, that it could reveal more and fix other issues at the same time. Think of water intrusion and corrosion at a harness point or in this lines.
I'm thinking TCM and ECM cannot be that far from each other, I would strip the wiring harness.
If there is continuity between gateway and ECM, it does not explain the lack of canbus activity. Cannot be, either measurements have failed or the wiring failed, one of the two.

@TTT Decided to check connectors for CANBUS on ECM and realized that the probes into back of connector were not making good contact. Swapped over to a slightly longer probe and back-probed again on pin 67,68.
This explains why there is connectivity between ECM and T17a, but also why you mentioned it can't be both, because it is not. So data signals are going TO the ECM, but not FROM the ECM, I looks like. Time for a new ECM?
Alternatively, do you know where I can find the ignition/start process as it relates to the ECM? I am trying to see if the ECM itself isn't receiving/transmitting power to appropriate pins on ECM. For instance, not power coming to Pin 10 from Comfort Control module, but is this required for start? Trying to find steps like, constant power and ground supplied with igniition on, sends 12v single to relay, which pulls to ground, then pin X sends 12 v to TCM, CCM, BCM, etc. Then signal is sent back to ecm on Pin Y and canbus lines are activated. Is there any sort of documentation like this. I have ERWIN files and access to AllData DIY for this car, so maybe there is something in there that I haven't found.

Alternatively, do you know where I can find the ignition/start process as it relates to the ECM? I am trying to see if the ECM itself isn't receiving/transmitting power to appropriate pins on ECM. For instance, not power coming to Pin 10 from Comfort Control module, but is this required for start? Trying to find steps like, constant power and ground supplied with igniition on, sends 12v single to relay, which pulls to ground, then pin X sends 12 v to TCM, CCM, BCM, etc. Then signal is sent back to ecm on Pin Y and canbus lines are activated. Is there any sort of documentation like this. I have ERWIN files and access to AllData DIY for this car, so maybe there is something in there that I haven't found.

This is a odd one, so ecm has power, grounds, comms, it can close it's power relay, however, it does not talk to diag. This is odd. Unless it is missing some other wakeup canbus signal, but I doubt that. Considering there are more units not communicating, unless battery was connected backwards, I can’t see so many failing.
Are we sure the terminals are not spread, by front probing with too big pins? Such that now there is no proper connection to the ecm pins? You can do a so called drag test to see if the terminals are still tight.
However, this gets me concerned:

I would do a can high and can low overlay and see what happens instead of wasting time trying to find the failure point. Time is money.

Pre-tensioners, power supply for left and right units it is in the trunk, right side rear fuse box ST2. F1 25A for the left one, F2 25A for the right one, both on terminal 15. Tell me, are these fuses energized with ignition on? Use test light. Could this area be water damaged? Unfortunate I cannot find electrical schematics to find what supplies these 2 fuses, which relay that is.
LE: lane change is from fuse F8 5A terminal 15 in ST4, which is in the same rear right trunk area.
LE2: parking aid is from fuse ST4 F5 5A terminal 15, which is in the same rear right trunk area.
In the rear right area, it is relay 4, J681 which is terminal 15 relay, supplying all above. It's coil has a permanent minus (brown wire) and switched plus on black wire from F1 from ST4, 5A which is supplied from ST1 SB14 which rail is supplied by relay J329 relay terminal 15 which is relay 2 in the relay box below dash.
J329 is one to focus on.
It's control coil has two wires: black/blue which is minus from module 46 Convenience System J393, plus from Fuse 1 holder D under dash panel, same with relay 2 terminal 15, which is supplied from fuse S133 battery fuse box, so this is terminal 30, permanent plus. Long story short, this coil has permanent plus and minus from J393. Is this relay clicking with ignition on??
Power side of it, it takes terminal 30 permanent plus from same fuse S133 and sends it after relay to SB ST1 fuse box.

What is an overlay? I temporarily connected the correct pins on t17 directly to pins on ECU with stranded copper wire (67 to 13 & 68 to 14). Would that be an overlay? Not sure what you mean by that term

What is it's power relay? Is it the J271 Motronic Engine Control Module Power Supply Relay, right? I did notice last night Engine Component Power Supply Relay -J757- and find this relay is functional, but there is 12 v on 85 but no ground on 86, so relay isn't activating and thus no power flowing from 30 to 87. The main relay, J271 Motronic Engine Control Module Power Supply Relay, does activate
I did open up harness and gently pull these two out last night and inspect them and they fit snugly onto pin.
J329 clicks on with ignition and supplies power to SB ST1 fuse box and all fuses in that carrier. Just tested that now.

Got ya. Yes, I did this on Saturday, but I will try again today, but since I am seeing CAN communication going to ECU pins, I am unsure what this will change.
I am looking through wiring diagrams, but really I am trying to figure out if there is a signal of some sort that triggers CANBUS for ECU to turn on, or if this is something that should be enabled earlier on in sequence like when power is received from J271 Motronic Engine Control Module Power Supply Relay. Could this all be caused by a bad ECU? Or is there another signal being missed from somewhere, possibly? Just trying to see if providing power to a specific pos or gnd feed to wake up ECU is needed.

Looking at this now and I'll report back
UPDATE: ST 2, F1 and F2, no power. ST4 F5 or F8, no power either. In the rear right area, it is relay 4, J681 which is terminal 15 relay, is not activating which would explain why no power to LE and LE2. Did also confirm that Seatbelt modules also are supplied power from J681 Terminal 15 Power Supply Relay 2.

THIS CAR JUST STARTED FOR THE FIRST TIME IN OVER A YEAR! Yes, I did sh*t myself when it started, but luckily I was wearing my brown pants.
Happened to have another relay that I had bought so I tried replacing relay J681. Also, replaced Fuse in Slot 14 and 16 of Fuse Panel B since 14 looked broken inside and 16 was crusty so I used wire brush. Decided to just replace both so I ran up to Auto Zone and bought some. For anyone just joining, Fuse 16 powers Starter Relay -J53- & Starter Relay 2 -J695-. Fuse 14 powers Fuse Carrier 4 -ST4- in Fuse Panel F -SF-
If anyone wants to kick me in the head, I understand, but tracing back the fault about seatbelt tensioners is what got me to arrive at this point.
There is still plenty more things to me to fix, but this is the first MASSIVE step in a long time. Thank you to everyone that helped me with this and I have learned so very much from all of your assistance.
NOTE: Please ignore the rattle at beginning of video. Had stuff sitting on the car since I didn't actually expect it to start that was rattling. Scared me for a sec until I realized it wasn't the car making that sound!

Yes, sir! I’ll get one first thing in the morning tomorrow and post. Still got some issues with steering angle sensor, low coolant (there is a break in plastic nipple coming off radiator) and various modules that are missing but we’ll see what else pops up now. Also, screen doesn’t pop out and none of the controls in middle console respond (probably related to MMI screen not opening), but that’s small potatoes now!I’m doing a post-mortum analysis at some point of those wires and fuses to see what else was on them because I have to know or I’ll always wonder, but that’s for another day down the line! She runs!
